I see a few options for helping paladins with the current meta

I'm basing this only up to Ravana EX and normal Alex, but the issues are there, just less damaging.

 

Option 1:

 

Paladin deals more damage, homogenised with the other tanks and loses some uniqueness. A few potency increases, coupled with some enmity changes and this should hopefully bring the dps in line with others.

 

Option 2 (my preference):

 

Keep the paladin as a support/defensive tank and only change enmity to bring in line with other tanks. The way I see this would be to make divine veil into an offensive buff, similar to litany (something like a 10% damage buff for 20s, 2 min recast) . This would work out at about a 2% raid wide damage boost if used on CD. Your tank will do less damage, but allow the party to do significantly more. Clemency could be changed to be the equivalent of stoneskin, giving two possible Shields (Shields for 10% PLD health, 5% shield on PLD if cast on another party member) . Surecast should be added to PLD in shield oath to prevent interruptions. This would make a PLD able to stoneskin and clemency a tank buster as well as mitigate, making them a full turtle tank.

 

General changes whatever happens:

 

Allow Shelltron to block magic damage. Increase CD (45s) and just make it a guaranteed block for the next 6s, so a semi inner beast. Give paladins a tp management ability, for instance remove the tp cost of shield swipe and add a 15s CD and a little potency so it isn't a huge dps loss.

 

Pipe dream:

 

I'd really like to see tanks facing real danger outside of tank busters. The current meta means that tanks are only really threatened by predictable attacks. A bit of a meta rework to make parry a useful stat, vitality desirable (personally I would like tank abilities to small off of this) and for bosses to deal sustained high damage, rather than very high spike damage would be welcome imo.
